Growing need for early childhood care

Because of changes in both the family and employment, the need for institutional provision for pre-school children grew. This began in the 1960s, and escalated when the newly established oil industry needed a larger, more flexible workforce during the 1970s. Mostly men were recruited to that industry's offshore activities. They had to be replaced in the onshore workplaces that they left, and this was done by women. But many of them needed assistance in caring for their children during working hours. This was also connected to the women's liberation movement, which was growing fast at the time.

For these reasons, the nation had to work toward meeting the burgeoning demand for child care (Finansdepartementet, 1974). Expansion of ECE took place slowly given the extensive need, though seemingly quickly from a statistical point of view. In 1986, 29 per cent of children under 7 years of age received ECE, yet around 70 per cent of married women with children of this age worked outside the home.
